Campaigners praise passage of PATI bill

International transparency campaigners have praised Bermuda for doing the right thing and finally passing a freedom of information law.

Commentators who have followed the Island’s path toward a more open, accountable government said they were pleased the Public Access to Information (PATI) Act 2010 was approved unanimously by MPs in the House of Assembly on Friday night.

Charles Davis, executive director of the US-based National Freedom of Information Coalition, told The Royal Gazette: “This is a landmark day for government transparency in Bermuda, a day that citizens should remember forever.

“The playing field between the governed and the governors just became much more level, and the result will be better performance, more civic input and greater democratic involvement.

“Everybody wins here except for those who wish to do the public’s business in the dark.”

Toby Mendel, from the Centre for Law and Democracy in Canada, said the fact that the bill had the support of all three political parties was very promising. “It shows that there is a wide base of support for it and that augurs well for the challenging task ahead. That support is really, really important to make sure that it has a good chance of success at the implementation stage.”

Mr. Mendel, who analysed the draft legislation when it was first released last year and made a submission to Government, said the final version appeared to be “a very, very strong draft”.

He added: “I think that for citizens it will be a fantastic tool and it should open up things in all kinds of ways. It will be a tool that will be used by a lot of different people.”

Democracy is a challenging new graphic design exhibition forming part of Design Event, the North East’s annual design festival. We’re aiming to create the ultimate democratic exhibition; we’re inviting designers and illustrators to submit their visual interpretation of the theme of Democracy and only those with the most votes will be featured in the exhibition. All qualifying entries are showcased on this website and you can then vote for your favourite. You can also leave comments on the work and get in contact with the artist/designer behind them.
This project is a unique chance for designers and artists to pit their work against peers from all over the world. It is also a great platform to promote your creative talent to thousands of art-lovers and design-fans engaging with Design Event 09.

Democracy Club: Transparency through volunteering

Access to public records vital to U.S. democracy

This weekend, Tim Gleason, dean of the University’s School of Journalism and Communication, wrote a piece for the Oregonian in which he highlighted some of the Oregon legislature’s latest proposals to add more exceptions to the Oregon public records law. He argued, persuasively in our view, that the increased exceptions must be looked upon with some concern.

Public records laws are one of the single most important safeguards against tyranny in a free democracy. Strong public records laws are the people’s first line of defense against illegal actions by their government; they provide, among other things, that most all meetings of policy makers that result in new laws or government actions are open to public scrutiny and input. They also require government agencies to release documents, reports and financial details applicable to nearly everything they are doing. Without the provision of transparency afforded under the public records law, politicians might be easily able to hide from the public many of their less popular or even illegal actions.
