I believe that it is possible and desirable to adopt reforms that will significantly reduce the perception as fact of inappropriate government interference. Clearer rules will promote accountability, transparency, and public confidence in key democratic institutions and leaders. Care must be taken to ensure transparency and clarity in these matters so that both police and governments can be called to account for difficult and controversial decisions, irrespective of how we strike the balance between them. When something goes wrong, as it tragically did at Ipperwash, the public has a right to know who made the key decidions and why. - The Hon. Justice Sidney B. Linden, Ipperwash Inquiry Commissioner
